I tested it. The variable bonus is fine. The fixed cast is doing 7% at level 10 Esma, it should be doing 70%. It is also missing the Matk bonus of 20.

 

I don't know what's up with Sea Captain Hat, but that will get checked as well hopefully.

No plans on debugging Sea Captains Hat (no cooldown reduction and damage bonus at +9) and Shrine Maiden Hat (no damage bonus at +9)? I wonder how many other anniversary hats are also as crappy as they were first implemented.

Hopefully the fixes are included in this maintenance, we will know better in the morning ~ noon.
