You must be pretty retarded to compare these to cards.
How many items share the cards' sprite? Literally all 600+ of them. What is the likelihood of it being mistaken for something else? Not high.
How many items share the Blacksmith's Blessing sprite? Two. And one of them costs 10k and has no use, the other is worth 20m.
The definition of a scam goes like this:
"A deceptive sale of goods or services to a consumer designed to extract money unreasonably excessive given the services rendered or goods provided, if any."
Is it deceptive? Yes, because of the sprite similarity.
Is it designed to extract money excessive to what it is worth? Very clearly, with an item worth 10k being vended at 18mil.
Stop trying to justify your dubious morality via a poor understanding of law.

Vending that item next to an NPC from which you can obtain or use devil's hand, like in this case you can obtain BS blessings from the raffler, and pricing it in a similar range to Devil's Hand, and also if the item's actual value is so extremely low compared to Devil's Hand; yes it will be scamming. If you just randomly overprice it for whatever reason then you can't be blamed. The key aspect is the intention to cheat, and how sure you can be about that.
What happen if someone open a shop titled 'Not BSB' and vend the magic powder at 10m each .
Will be fine because person specifies not to confuse with something else.
not scam
Maybe if you keep saying the same thing often enough and loudly enough, you'll finally stop hearing the common sense telling you it is.

It's Gravity's fault for being lazy and rotating sprites around.

Maybe I should just recolor blacksmith blessing and give it to Camp? Then it will atleast look a little different? *shrug*
Edit: Or it'd be kinda neat if we could like hold a sprite making even where players designed new sprites for some of these items to use, lol

But this vendor apparently did this on purpose to scam people

This reminded me of a thread someone posted a while ago, in which the vendor disguised OCP 16 as Abyss Dress as the box's icon shows as Abyss Dress. Was a bit different though, since OCP boxes aint meant to be vendable and it was technically a cheat/exploit(similar to the exploit of uniform cooldown bug for endless honor tokens last year). In this case the seller did not really break any rules, though the intention was apparently to tricky some buyers.

If I paid for item A but I got item B, is that a scam? If you paid something for billions of zeny that look exactly the same but then you realize after that what you paid for is an opposite of what you want. How would you feel?
If you still think that's not a scam then I can't help you. You might as well go support those vender.
