What is the diference between Cloak of Survival and Survivor Manteau beyond the slot.

Both give 3% of neutral resistance per refine level, but survivor manteau says(Each upgrade made to the garment reduces damage received from [Neutral] element attacks by 3%, til an upgrade of +10.), and Cloak of survival doesn't. Can the cloak of survival bonus overpass the refine +10? if I refine my to +14, Will I get 42% of neutral resistance?
