its simple, its because this garment gets peoples' hopes up.

1. It's a piece of rare equipment

2. It has 2 abilities on the two ends of the same spectrum in terms of what people want for an auto-attack class.

The result is what you've---> people talking about it and hoping it can be better because of its rarity factor and the good part of the spectrum. Sadly, the actual thing we have here is that RTB outweighs both points above.

This is not a trash if you know what it actually does. Ppls complain coz they have this kind of mindset that is sucks coz it gives delay when even when having 193 aspd lol. Thanks to da crit update now ppls have this mindset. It’s good for jobs that has skill which gives a huge blow when attacking once such as EB and crush strike and so on.

Good: yes
Best: no

And high end oriented people are looking for best gears. So no wonder this is a trash on their eyes (and my eyes)

The only thing this garment is better than snake head is the chance to proc the double atk.

If your goal is to use double atk on CS or EB, you have 2 choice

1. Wear surcoat and atk hg like bio5 hg with acute enchant or eddga
2. Wear snake head and use crit amplifying garment like faw.

Either way, the conclusion for this garment is RTB sucks. End of discussion.

Per Request, this is the tldr; IT SUCKS DONT GET BAITED

This post is to make a mathematical evaluation of the new battle surcoat assuming that RTB will never be able to crit.

Assumption 1
RTB takes priority over DA.
As we know, there's a 50% chance to get a DA and a 20% chance to get a RTB. Lets say you perform an attack and both chances hit, which skill takes priority to activate? RTB or DA?

I'm assuming that since Sigma and Ash has said that it is an auto-skill, it would take priority over DA which is a passive, leaving you with 20% chance to get RTB, 40% chance to get DA and 40% chance to get normal attacks.

Assumption 2
25% Damage lost during RTB
In my own build, my crit attack dmg is approx. 4x my normal attack dmg, which means if RTB activates, i get only 75% of my normal crit dmg. Depending on your own crit gears, the damage loss will be different, but for now you can go with mine.

Assumption 3
All attacks besides RTB are critical.
Really not that hard to achieve.

Final Result:
With the 3 assumption, Battle surcoat will result in a

0.75*0.2 (RTB activate) + 0.4*2 (double attack crit) + 0.4 (crit attack)

= 1.35x increase of your current DPS

While you will lose approx 32% crit dmg using this coat over FAW Fatal433, the 1.35X increase in DPS is likely to be way larger than the 32% crit dmg. Your overall DPS will increase as a result of using this surcoat, assuming you are playing a CRIT class that does not already have double attack in their skill repertoire.

Evaluation:
Does it sound good? Yes, it's actually sounds not that bad, but that's where the trap is. In essence, there's basically only RK, MECH and AB that plays critical attacks without having some form of DA already. And only CRIT RK is even somewhat closer to playable amongst the 3, but there is literally no reason to use this coat for CRIT RKs as your priority is always to increase your Crush Strike damage. This coat would only increase the amount of RNG you face when using CS, since there is a 20% chance that your damage falls rather than increase due to the RTB activation. And honestly, which one of you have a crit mech/ab to play with? To conclude, this is a really crappy piece of Rare OCP garment that's only good in rare occasions.

Good luck to those selling it :D

How good is Battle Surcoat on Ranger or RK now?

DA can crit and RTB become 30% chance, very curious about this,

RTB still has it's own delay independent of ASPD, and doesn't crit. You are losing damage on each proc if your crit damage is high, you are losing DPS if you can't bring your agi/dex to the required amount to match your aspd, you lose even more DPS if it flat out misses the target.

its garbage in the past, its even more garbage right now. With rune improvement your crit attack damage goes to several times higher than a RTB attack. I was critting for 600K and my RTB procs are only 90k damage. Every RTB proc is now a 85% damage loss. With the calculation before, using surcoat your maximum dps right now is only 1.2x compared to 1.35 when the calculation was made. Also, the calculation is made assuming you're not even delayed by the animation. Accounting for the delay you can easily be doing less damage than not wearing a garment.
