Hi, I tried to get married with my friend in game. Both of us are non-VIP and it shows "only one of these are required for non-VIP couples" on Marriage Covenant. But after I handed in mine, the npc asked one more from my friend. I wonder if there's a bug or what cause this problem?

Hello,

 

It indicates the amount of item per user and not more, e.g 1 of each. So it is required to have the covenant on every Non-VIP user interested in the marriage.
