This is known, it has never applied. The bounty board doesn't literally read the monster XP table, which is where the spotlight is applied.

Spawn rate 2x = faster BB completions. I don't think a board exp reward adjustment is needed.

Forgot to mention double exp on monster grinding. But yeah, it does not affect Bounty Boards.
