You can either level while getting its loyalty. You'll end up getting it to 99 before even reaching Loyal. - This is what people usually do: get levels while farming its loyalty.
However, the pokémons gains more stats when leveling on its evolved form, so you'll end up getting more stats for your Amistr if starting to level after evolving - which won't be a huge problem as we got to 19k shares and will have a loyalty event. - Evolve first before leveling is what I suggest to do because we will have a homunculus loyalty event.

So, the ideal way to level up the Amistr currently is to hatch --> Get to loyal --> evolve to mature form --> Then start leveling to 99 --> Loyal again --> then Evolve to Homunculus S correct?
Is the extra stat gained from leveling a Mature Homunculus so much better that I should get a new Amistr and just leave it at level 1 until the loyalty event?
I've also heard that by the time the homunculus S get to max level, they pretty much all max out their stats so that each homunculus is pretty similar and that stats gained during its base leveling don't really matter. Is this true?

Well, what I'm reading is that the evolved homunculus gains more stats. And usually getting to 99 happens to just be a by-product of loyaling the homunculus. However, in this case we have a loyalty event that will set the homunculus to loyal immediately with the maintenance. This means we can have a Loyal Level 1 Amistr on Thursday.
So, is the stat growth on an evolved Homunculus so much greater that I should remake the Amistr I have currently and level it from level 1 as an Evolved Amistr?

The evolve stats mean nothing other than boosted stats. Homun growth is no where as important as it was in pre re. Just run with what you have.
