He is clearly using no delay. That Jack transformation candy gives it.

What is No Delay? Jack Trans could give you cast delay reduction?

Yeah, it's someone who has been casting like that for years, you should really see what it's like when they can walk while doing that, lol. impressive

How about 1.40?

Removing the fixed cast time redux + 193 enabled some crazy ass fast spamming

for years? so it's pretty normal then, i watched many DB RK video but nothing like that, even with 90% cast delay reduce it's still have some delay and this guys could easily spam DB like no tomorrow. I'm about to report this guy but if it's normal..
How about 1.40?

tRO does not have the 0.02 sec global delay like iRO (minus GDPR regions, HK, Maccau and Taiwan). I tested his setup on Sakray with the same stats, fixed cast time and variable cast. You just cannot spam it that quick on iRO without cheats.

-100% fix cast time cant spam DB because hard animation delay

I would bet that it is sprite edit though. Once you have 190aspd + 90% delay, your RK is potentially capable of doing 5 DB per sec, no need for no-delay.
However, generally you cant do even 3 per sec because your RK swings all the way down especially if you have no cast time by default. Casting and moving instantly only gives you around 3 DB per sec. Sometimes with the right ping and a lttle bit of cast you can override the that animation to cast more times but its never gone above 4 in my long testings. The only legit 5 cast per sec is to be hit continuously so that the animation swing is cancelled without you moving.
By doing sprite animation edit, you can remove the entire sequence of the swing. Animation delay is a client side effect so this works, but It's not legal though. On other people's screens they will just see the RK doing cast super fast and somehow cancelling the swing halfway when the RK actually don't even swing the hand if his sprite is edited.

I remember these RKs whose arms never dropped. Though, I dont know if they're legit or not, but back in WoE, I could be careless because RK DB tickled

you can have the same spam as a NDL rk has in legit ways, NDL just makes it braindead easy :U
you need to balance out your cast speed and aspd perfectly, and your ping also plays a big role in the end result.
