9:33PM EST and it says all has reached maximum investment and the guild dungeons are open except britoniah.
Unless irowiki is wrong, or someone has fingers faster than server ticks, then i dont see how this is possible.

There seems to be an issue with investment timings per realm, it will be looked into.
