I'm confused. KRO said it's more than 23 and iRO said it's more than 22.

 

Also, Temporal Boots said it should be MORE than 120 to get the effect.

For Temporal Boots, it is 120 and more.

For the physical and magical set I think it should be 23, I will consult with the staff on the latter to verify the values.

 

Both items description will be localized.

for the benefits and specially for self use, yes. But the resale value goes up quite a bit for maxed sets, because yeah, ppl do pay.
