Do the Candle Ghosts and Igor Ghost drop them at all?
Or this got bastardized too by the infamous 2014 sever updates?

Not sure what you mean about 2014 but those jewel boxes still drop from ghosts. You just have to be the right level to spawn the ghosts.

Nope I have whacked hundreds of Ghosts from different maps,planets on all level rangers with different characters and no Jewel chest 1 or 2 they drop items like other regular mobs.
So it seems like the entire drop table were changed in 2014.
