I know def bypass is most important and should max out(assuming 250+ target def), what about others, ie atk, %atk, %range dmg, %dmg increase based on target property(size, race, element, boss). Also, do these modifiers all have marginal diminishing effect when reach certain level?

increasing your ATK and ATK%, AFAIK, has no diminishing returns on its own. but "oppurtunity cost" has to be considered. if all your gears is just about increasing the two, then you still are not maximizing your damage.

%Mod on race, size, element, skill, CRIT damage & Range damage has diminishing returns once you go past 100% increase.

Incorrect.

Diminishing returns happens with anything in the game, even at 1%. You even pointed it out :T you have to weight what you have and what you could get instead. But there isn't normalization or anything of the kind on RO, just very simple math.
