Is there any site that provides a stat simulator, like with Ragnarok 1, but for Ragnarok 2? Or at least a more detailed guide about character development?
 
Anything that could let me plan my character build development?

I don't think there are any reliable ones out there. There really isn't too much to plan because your stat build will only make up roughly 3% of your overall character when you reach late game. For an easier time, you can pretty much start by investing everything into VIT regardless of class, since it is the most marginally significant stat while making survival easier for you until you build up a fortune. 

Early game stats won't matter much. These are things you don't need to worry about until you reach Master Level. Gears, specifically your weapon, will make up the vast majority of your damage calculations. Next are cards, titles, and runes. Then when you get to late game, in order to min/max, you would look into perfecting your hones. 

The game is still in an awkward phase since Gravity's old formulas have left the state of balance in shambles. Warpportal is hoping to pick up the pieces eventually but this will take a while. As someone who is far too familiar with the game formulas, I can say that I have observed that the vast majority of players are successful and playing happily without ever picking up a calculator, so I honestly would not worry about it. 

Once you get to late game, you can purchase stat/skill resets really easily to experiment with.

BTW, how the runes system works?

I saw it also increases stats, but it seems that there's a level cap. Can I put a lvl 50 rune on a lvl 24 armor? Or is the level cap based only on my character level?

The level cap is for items. You cannot put a higher level rune into a lower level piece of equipment. However, you can put lower level runes in higher level equipment. You don't really need to worry about runes until end-game though, as the stats given by runes prior to level 50 are fairly small.
