Something may be up with IE(?) or the script loaded from the patcher panel(s). If you click on No, you should be able to proceed like normal I believe.

I don't think this is related to the game patcher..

Who is your ISP? Do you have any ISP related software installed?

Using connection from apartment, i think its Telkom.

Also no isp software installed. Could be injected script?

Couple search hits suggest that it is related to some Indo ISP. It should not affect your game play, though technically speaking, we may not be able to properly assist the issue here .

There are ways to block that script, so you might want to look for blocking p03.notifa.info and the related.
