So I was just able to get to a Sura and got the skill gentle touch-conent. I've wanted to use it and try it out the buff I noticed that its not giving me anything other then the HP% consumption loss??? Am i doing something wrong or is it broken.

Are you looking at the status window for the buff bonus? Some effects do not display there properly.
The skill is giving ATK/ASPD as it should when tested last time.
