It is not possible, they do not customize jRO gears like this, though they may remove overupgrade bonus beyond +10 for some items and this is not certainty yet anyway.

There is no such thing as global cooldown reduction, it means global skill delay aka kiel.

 

The tldr is:

1. there is no global reduction for skill specific cooldowns
2. there is no skill specific reduction for global delays (aka Kiel)

Chatty Parrot seems kinda useless, considering Survivor's Orb, another OCP item, already reduces VCT by 3% and has a wide array of other benefits that aren't duplicated on the parrot.

looks like BIO5 set effect doesn't work, I guess JRO BIO5 headgear has different item ID, so need a fix here.

The bio5 ring isn't working for sure, maybe they do use different ids for their bio5 headgears?

 

As for the ring itself, Storm Blast is pointless because it has no fixed cast time in our server.

 

And Mandragora Howling effect is for VCT, so it just makes it instant cast.

Unless your character has no agi, it will yield better atk/Hit values than a perfect FS/wakwak FAW even with just average values on them, aside the other bonuses. (upwards to 150 atk/50Hit on "regular" builds)
