Hi.  Are Expert Rings a good budget accessory for DB RKs?  I'm lv130... thinking of switching to DB build soon, and putting together a very low budget set of gear. 

 

I was considering wearing one Expert Ring, along with an Ur's Seal.  I also have temp dex boots.  I have no other cast time or skill delay reduction items (I know that's not ideal). 

I'm curious, will the one Expert Ring make a noticeable difference? Or would I be better off wearing 2 Ur's Seals?

It wouldn't be noticeable. Wear 2 Ur's Seals.
