It should refine all levels after +4 for gear or +5 for level 3 weapon with HD Elunium and HD Oridecon. That way we can use HD Elunium and HD Oridecon for all levels, and no need to worry of breaking. Degrade if fail is better than breaking or use certificate.

Technically he does.
If you bring a +4 or +5 weapon to him, he will ask you to bring Safe to 7 Certs to him. (With normal Elu or Ori though).
+7 onwards to +9 HD Elu/Ori
+10 onwards Cardium/Bradium or HD version

It is sad to have to use safe +7 certificate now because you have to prepare many gears to exchange for certificates with a chance. Then each fail in the way to +7 will consume a certificate. This is time consuming.

Certs can at least be obtained in game, HD ores would be entirely at the mercy of the cash shop (and rest assured, the price would go up).
Not to mention the really bad rate of success.
