Well it seems that I have a friend who recently got into a problem with RO. Her PC had an issue earlier and she reinstalled everything including RO. She used this link below to install RO:

After installation, she has a problem that whenever she starts RO, it runs update from 2017-02-16, but only on this date. This issue persists everytime she starts her RO client:
Once it completes, she goes to login screen, and can see all her 12 chars. However, if she attempts to enter the game with a char, it wont allow her to and she will always get 'disconnect from server' error message. She attempted to resolve it by following the guide from this link below(3. The updater is installing updates from 2011), and it would not fix her problem.

She tried to submit a support ticket, and the response she heard was 'we do not understand your problem'. Why does this happen? Is there a way to help her fix this issue so she can play RO again?
Also can anyone explain why in the above link there are two versions of RO clients mentioned? One is 02-12-2016, the other is 02-16-2017, but I cant seem to find the download link for the RO client 02-16-2017, the official website only has the 02-12-2016 version to download.
