Can Elemental Converters overwrite Elemental Charms' element?

For example, if I want the extra weapon attack from the Earth-Charm but with a different element by using Elemental Converter.

no it can't. The charms overwrite converter.

 

However, you can still get great damage bonus by sticking to 9 charms instead of 10. Just that you need to count the charms as you cast so thats the small troublesome part.
