Give the scroll to the guy behind the counter and he will hand it back telling you he thinks you stole it and to prove your not a fraud
by killing x monsters again but another npc interrupts and vouches for your accolades Yay fame he then gives you the scroll back in useable form now signed"use it as a consumable to learn the skill"
