I still only see the +4 to +9 option. Can anyone confirm if you can +10 with token hammer.

you can use it if the gear is anywhere from +4 to +9, meaning +9 is a tentative to +10 '-'

I've gotten 3 different items to +10 with Token Hammer already...

Same, got 2 items to +10 out of 20ish tries, so it's p much just a free safe-to-10 cert attempt at that level.
Well... "free".
