Hello!!!   

The problem presented is the following, the blocking rate status is not altered in spite of increasing it with certain equipment, it persists both with normal equipment and in disguise. As you can see the object has blocking rate http://i67.tinypic.com/5d5gqw.jpg but as you can see in the following image http://es.tinypic.com/r/iy3kbd/9 does not increase any amount.

I try restarting the game but no change occurs, this doesn't change at all. 

 

 

I hope you can find some solution or at least a coherent response to what's going on since I have no idea why this happens.

You're expecting the Block Rate 75% to up the Block Rate points (from the 219), don't ya?

I don't know this is a bug or actually intenteded to be.
But I can say the number of % from item(s) does increases your stat. It increases @ the [Block success rates increase] but...

it does not help or increases [Total block rate sucess] or even the "Final block success rate" at all.

The socketted Block Rate Card does not increase the Block Rate points either. Nor it increases the Final block success rate.

This is something we need answers for or yo inform to the devs about.

You can only get that x amount of Block Rate points from the infil./assassin/ninja weapon (Katar) and also from the knight/paladin/dragoon shield.

My level 49 assassin can only get a total of 3.7% final block success rate, and only 9.7% for a level 85 dragoon.

Soulcrafted or card stat(s) doesn't even increase from the current block rate point or final block rate either.
