Can I not create a character since I don't currently have vip but have paid all these years for vip, really?

Hello there,
The first three slots are free, what comes after requires VIP by default. I believe it has been like so for a long while.
You may unlock the slots by minimal amount of VIP, now WP offers 7 days of VIP package.
