im farming rockstep card and this annoys me when it spawns at the top that is inaccesible. that 1 Rockstep is significant for chance of having the card. Also Charleston mvp has visible Health Bar and flag as a miniboss (silver markings).

I had thought there were stairs leading up the platform.

 

Adding to that, it depends if iRO has access to this kind of specific setting, will check with the staff throughout the upcoming weeks.

After checking with the staff, it was determined that the spawn pattern in the instance appears to be functioning properly. As a player advances through a dungeon previous areas are closed off.
