Hi,
I tried 5 times to upgrade my +7 Survival Circlet and all failed.
A player tried upgrading +7 Skin of Typhoon 15 times and failed.
A friend tried upgrading his +7 with 20 tries and ALL failed.
We demand our HD Eluniums and Blacksmith Blessings to be returned as it CANNOT be a sheer bad luck!

I'm also sick of ppls telling me that it's pure RNG luck lol. They better have sumthin like OCP ascension script where you do ups at +7 and at 10 tries and still failed, it'll give you 100% refine to +8.

10 is too many. Maybe 5. and 10 fails to have a guaranteed to +9.
From +9 to +10 is totally acceptable not to have such ease.

"Failed" as in item breaking? Because it should not when using Blacksmith Blessings.
Update:
The NPC has been checked, Blessed Hammer is not bugged and is working as intended.
What you are experiencing is probably poor luck
