I did 3 rounds of Grand Pecos last night and today finished off 2 turn ins (Grand Peco + Goat) and I did not get an Eden Merit Badge.
Is the BB overhaul only for new/restructured boards only?

Yeah the emb is from the bb overhauled boards only. On the bright side, the v1 boards will still net you the cool 37500 zeny per turn-in.

I just tried this today on Geffen with the following:
-Ground Petite
-Flying Petite
-Evil Druid
-Wraith
still no badge awarded on turn-in
wtf scam

All boards should give badges, if they don't now they will.

The game keeps tabs on them via null quests that won't show up in the quest log. They will show up on-screen if you enable the info option and remove most of the active quests. You will see a maximum of 3 entries and on the 4th turn-in they get removed and you are given an emb. It might be that some of the boards are bugged causing you to not get these null quests. I tested the Druid boards when they rehauled Geffen and I got the emb every 4th turn-in. I didn't bother testing the lower boards though.
