There're a lot of 20% boosts in attack of Cart Tornado with the card. If they stack up, then it would be sick. Sounds a bit too good to be true. So I wonder if stacking up the cards will double or triple the effects.

Notice the provision "For every base level, increases the damage of [Cart Revolution] by 1%". Does that mean if my base level is 100, my Cart Revolution will increase 100% in attack? And if I stack 2 Chemical Gloves up, it would mean 200% in Cart Revolution attack?

Only set/combo effects and "On&Off" effects are applied exclusively once. The rest, the sky is the limit.

Cart Cannon is just so much better in iRO, so the card isnt that good here

 

probably in kRO or jRO, that card would be nice

I've tried the first one in a +12 Robo arm before. If you like doing half the damage of cart cannon at 4x slower the re-use rate, its definitely good for that. Would be funny to see a 450% Cart Revo damage build though lmao.
