Is your account Steam registered? If yes then you will not be able to perform that task.
To apply VIP time and KP to Steam accounts see support article here. Be advised the payment options for RO Steam accounts are limited at this time.
Warpportal registered accounts on the other hand will be able to add VIP and energy using Warpportal platform.
