The idea 

To let individual players gain achievement points for participating as a group in WOE where in at the end of woe they would get points which accumulate towards redeemable rewards, for example god item pieces.

 

Ragnarok does not have a semi-decent loot distribution  like in Warcraft . It does have party even share but that does not apply to WOE .

 

In the  ear of the OCP items there is no incentive to participate in woe for the average player  i.e No chase items  because OCP = new chase items.

 

In the long history of RO , the average woe player hardly ever sees or gets a piece of the pie i.e god items , which are held up by clique groups / inner circles , dubious leaders who RMT gods and a lot of other things . Some people do get the piece of the pie while most do not .

 

If you complete a dungeon instance like ET you get to share the loot and rewards , but in WOE the rewards are all hidden behind a lot of Bull crap guild politics  and drama ..

 

Sure some people like the pvp as a group / gang up chase the guy with most ocp gear/mvp cads ( used to be god items ) but it gets old over the years as for the average player it does not help in their power level over time in the game at an individual  level. Sure making friends and connections is all nice , but the individual reward of aspect of the woe very lackluster 

 

for instance in warcraft if i am in a raid guild - if i log in on the raid times to participate - at the end of the fun- i get a piece of the loot /reward . That is not the case in ragnarok .

 

when i first started to WOE many many years ago the allure of woe was access to god items to play a different style end game i.e being over powered and killing  bosses n things.

 

if the server population was around 40k  , there would be enough diversity and buzzing activity to venture out and try different groups. I highly doubt that is ever going to happen given the way the game has been going for the last few years .

 

A system of counters which log kills / saves / attacks as achievement points  while defending /attacking

and proper system to prevent abuse of those counters can be developed  which would revitalize the WOE scene.

 

There isn't a whole lot that can be done in a game where we are always ages behind KRO scrounging for scraps called updates 

in the era where  frequent content updates pull in the crowds 

 

IRO is just playing a losing game
