Can I use 2nd job class skill points to learn 1st job class skills?

For example can I use skill points I earn as Blacksmith to learn Merchant's skills like Enlarge Weight Limit?

How about Transcendent and 3rd job classes? Can I use their skill points to learn skills of previous job classes?

Yes you can always use points on previous job skills. You just cannot do the other way around.
