This is what I found: 

from these gears   I've got Variable Castime Reduction

9% from  Kathryne Keyron Card because my Survivor's Circlet is +9

10% from Dark illusion card

18% From Set bonus between Survivor's Circlet and Survivor's Orb

10 % from Antonio's coat

20% from Thorn Staff of Darkness with Spell5-5

5% from +8 Nero Shield becuase my base dex is higher than 90

30% from Fallen Angel Wings

with all of those  I should've Variable Castime Reduction at 102%

 

But this happened , I couldn't instacast lv5 Diamond Dust(Lv.5 Diamond Dust has no Fix cast time).

Then I Equiped 2 Valkyrie Drop(Each gives 10% VCT)  And  +10 Survivor's Rod(6% from being +10 and my base level is higher than 100)

And I could instacast  lv5 Diamond Dust with 108% VCT

Now I unequip Survivor's Rod  that's made Diamond dust has a little bit of cast time(very little) so the animation starts with cast bar simultaneously

 

So my community and I assumed that there's a bug with set bonus of Survivor's Orb and Circlet which give you 15% VCT instead of 18%

phen card alike in accessory? or in any equip slotted items? that might increase your cast time

I didn't use anything that increase my cast time

As for the surv item set, was never fond of this set item in particular as it's a brilliant spaghetti of script coding, it can be looked into though.

Thank you for your report.

The issue has been found, it is expected to get this fixed next week.

 

Currently, the circlet +7 refine bonus is not reducing the cast time as it should.
