I have a small question, can i claim Base/Job exp reward from a BB if i am no longer in the lvl range? let's say i use a 110 - 130 but i have some quests done 150/150, but i am lvl 131, can i still receive the exp?

yes, you can still claim BB if you are out of range, except on gramps more than lvl 150
