Is there anyway I can turn in an old kill quest? For instance, I have been killing Venatu and there is a kill quest in Juno. For some reason I have multiple instance of the same kill quest. Kill Venatu 150/150 (Green) for example and the board won't accept the older kill quest.

Hello,
Assuming they are from the Bounty Boards, then try to turn them in using the temporary added old boards in Prontera by the training grounds. A user has created a nice chart to help locate them quickly, see their post here.
