Fixed Cast times aren't the end of the world for me, but some of them are rather punishing currently. I'm ok with some of the ones with trans in the future though. biochems having a fixed cast time would be a nice way to balance them, especially since their damage in renewal is actually insane compared to classic. I recall seeing guilds wiped by a single biochem. sometimes two, but none the less the bombs could one shot people often times. Was a very awful meta to play in.
I personally wouldn't mind getting some answers to fixed cast time in the form of enchants and gears. If the server implements renewal instances/content while not implementing 3rd classes in the future, then I think the fixed cast times won't be an issue then. Temporal boots for example would remove 0.5 seconds of fixed cast time by themselves.
If we do not plan to add any way to reducing fixed cast times, I think we should remove most if not all of them.
