No PURE atk option in this game ,it just atk option.
Btw Long Range better with High Refine Weapon and High Dex Player

I think that he meant flat ATK vs ranged %.
There may be exceptions, but ranged % will usually be better than flat ATK bonuses.
With that said, you should balance ranged % with racial/sice % gears to get a better damage output, but ranged % works on all your ranged attacks against every enemy and this bonus only affects the formula in the end (what means that the damage reduction from DEF is applied first and in the end multiplied by the long range modificator), while the other bonuses will be affected by DEF and will be applied to specific cases.
A more in dept analysis of the subject can be found here and here, and I would search on Youtube for Munbalance and his RO lab series (sadly I can't share them here, because the footages were taken at private servers).

This is probably going to sound like a stupid question, but based on the prices, there might be a mechanic here I don't know about
+5% ranged attack bows have almost always been more expensive than +10% attack bows, is it just the market being the market or is the 5% somehow better than the 10%?

+10% atk gives you +10% of the bow's attack. For example, if your bow has 100 atk, with +10% it goes up to 110.
+5% ranged damage gives you +5% total damage, after all other calculations. So if you double strafe for 2000 damage, +5% will put you up to 2100 damage.
In effect, Atk% only buffs the strength of your weapon. Ranged Damage % increases the strength of your weapon, the damage you get from stats, the damage you get from your skill modifier...maybe even your critical modifier, depending on how that is organized. The more damage you get from non-weapon sources, the better ranged % does.

atk% doesnt affect status atk and mastery attack(it affects all else, not just based on your weapon base atk)
ranged damage% does
