Is there a NPC or item which can be used to reset skills?

I added wrongly, don't tell me I have to delete my character.

There is a npc in prontera that resets skills aslong as you lvl 40 and below there is also neuralizer in the cash shop

theres currently no way to reset stats? x.x rip so gotta re delete the novice i had cause i accidentally put vit on my sin? haha
