Did you check its level requirement?
Or perhaps you might need to do Illusion of Moonlight first?
Maybe there's a missing requirement that people forgot to list down

Illusion of Vampire step 1. Father Grim wont teleport me at all and I can't read the quest name it start with 3/4 and ends with ID:14446
