Hello,
I wanted to know if there are any non-passive skills for any class that actually CRIT? Basically any skill where you have to click the screen for something to happen.
If not....why?

not many of those existed in the past ( Focused Arrow Strike), but kRO is changing some of the 3rd class skills to do it. It adds another layer of damage multiplier to the skill, wich can lead to seriously stupidly high numbers.
