The GM needs to do something in NCT, every time someone is killing other players' MOBS.

and it doesn't need a lot of time just go in and look at it for 1 minute, to notice the amount of people doing KS.

just because someone is using autocast, people think they can give KS, and there is no punishment for that.

Please contact WP staff by sending a ticket. They will certainly require a video demonstrating the ill-mannered behavior. You can use in-game record feature to make a video, the file then can be attached to the ticket.
