Ah okay. Then would that mean Falcon Eyes would behave like a Turtle General card then (ATK+20%) and stack additively with other ATK+% in enchants/equips?

Falcon Eyes works like Maximum Power Thrust/Frenzy/Heat Barrel, it as a percentage added to the multiplier of damage you are dealing.
Autoattacks deal 100% of your atk as damage, with Falcon eyes it becomes 120%
Arrow Storm deals 1800% of your atk as damage, with Falcon eyes it becomes 1820%
