My regular attak went from 12,000 exactly to around 14.8k, so +20% and extra from the stat boost i assume
FAS on the other hand just went from 242k to 251k only, not even a 5% boost.
Why FAS gets a small boost from Falcon Eyes? Does anyone know?

Falcon Eyes and Frenzy give you at best 20% and 200% respectively. A basic attack is a skill. It has a base damage of 100%. When using Falcon Eyes or Lord Knight Card's Frenzy, it simply adds that figure to your base damage.
Example:
Normal
Basic Attack: 100%
Focused Arrow Strike: 1150%
Falcon Eyes
Basic Attack: 120%
Focused Arrow Strike: 1170%
That's why it is barely anything.
