I'm just curious, do skills/weapons that break enemy weapons have an effect on PVE in any way, or are such benefits limited to only the PVP realm?

Monsters don't have "weapons" so it won't apply the same effect if that's what you mean, similar to skills that target SP.
If a PVP-based skill does have a PVE effect, it is usually specified. For example with Divest Weapon:
