Archer (and thief) shadow earring gives the atk/hit bonus on proc.
It needs a description update as shown here:

All vip boxes give +50% instead of 20%. You're just reading outdated description. I suggest you test it to see

Could it be that the combo is between Violet Halo [1] and Magical Booster K [1]? The JRO's Magical Booster is very different from the KRO's Magical Booster :/

That's what I'm suspecting too, I don't think we have that Magical Booster K in our server.
or maybe violet halo needs to be +11 to get the 30% cast reduction? I have seen this being asked but Camp seems to be ignoring this inquiry.
