If a kigo (for seasonal reference) is not a requirement, the majority of the submissions will turn out to be senryuu rather than haiku.
Kigo is absolutely essential to haiku, and there are books/almanacs (saijiki) dedicated to listing thousands of words/phrases representing one of the 4 seasons, some even specified further for 3 sub-seasons (e.g. early, mid, late spring). Kigasanari (seasonal overlap, i.e. double kigo) should be avoided due to conflicting nuances (especially when they represent two different seasons), unless the poet finds a way to weaken one of the kigo enough to lose its status and/or emphasize the dominance of the true intended kigo (e.g. demoting “snow” as an incidental part of the background, while having “hot-pot” take the center stage in a winter setting). A kireji (cutting word/punctuation) is mainly a more traditional element as a haiku is written as a single vertical line, for which it serves a rhythmic purpose. Sandangire (3-step-cut, i.e. cutting twice) is often avoided as it tends to make the haiku sound too explanatory, thus less poetic. A kigo can occupy as much as a whole line while the rest serve to elaborate, and it can be anywhere within a haiku, e.g. one can open up with a kigo on the first line for an immediate establishment of the setting, or have it at the very end for a more gradual revelatory or final surprise effect.
5-7-5 (17 total) is the basic fixed structure that many aim to compose with, although most works may end up being seen as a bit cliched or too similar to existing ones. Thus, freer forms (some with totals more or less than 17) like 7-5-5, 7-7-5, 6-7-5, 5-5-7, etc. or even double lines such as 10-7 or 7-9 are actually used sometimes in order to fully express the rhythm and truest thoughts, via kumatagari (line crossing/spanning). Cases that do not follow the 5-7-5 structure refer to excess lines as jiamari, and reduced/insufficient lines as jitarazu; if necessary, jiamari will often be in the first line for euphony. Nakahachi (middle-eight), e.g. 5-8-5, 6-8-5 tend to be avoided due to perceived rhythmic instability (very few haiku may still use this to express certain feelings such as dissonance and suspense).
Expressions that are redundant (i.e. due to word associations), e.g. having the word “sit down” when “chair” is already present, are considered excess and are ideally narrowed down to one or the other, whichever is more important for the composer (in this case, either the act of sitting down, or the presence of the chair), unless absolutely, absolutely necessary, as each of the mere 17 mora/syllables are valuable real estate. In contrast to the nature of the original language in which haiku is written, using concepts that are too vague/abstract should actually be avoided since the idea is to paint a concrete image/scenery via nature, tangible objects, or even seasonal events/festivals (after all, kigo is the star, the main character, and is inherently efficiently expressive). Some haiku may incidentally indicate a sort of passage of time (e.g. reminiscence); many are purely dedicated to expressing “the moment”.
