I can't setup the party to share exp and loot.

Hello! Are you still running into this issue, and if so, can you please let me know which server this is occurring on? I had someone test this, and it seemed to be working fine on their end. So I just wanted to check whether or not this is happening on a specific server.

My character is in Chaos server.I can use /organize function but can't use 'Setup Party' function.

You might wanna check your party window again. Most probably you might accidently disabled the function

That's my fault. I move party window to the right of the screen and I can't see the party setup window that is on the right of the party member window.
So I do apologize.
