The sword's gimmicks include Vampire's Gift and Hell's Power. I look them up and they seem to only work on players? I don't know cause I don't play PvP. I'm a PvM guy. Do those gimmicks work on monsters?
Does the two-handed sword Death Guidance work against monsters?

Vampire's gift deals dmg to all enemies around the user and absorb such dmg to heal the user. So it works on monsters.
Hell Power places a debuff that prevent target from being resurrected (or resurrect themselves via token). So it does nothing on monsters since monsters can't be resurrected.

vampire's gift won't proc with skills so unless you autoattack everything, it's useless
20 perfect dodge is ok for mobbing, i guess?

Yes it's useful for PVM. I used this weapon in my early days of agi crit RK before i change it to another high-end weapon.
