Don't know where this game has gone over the past ~4-5 years. Any of this gear still any good? This build still usable? How are Rangers these days? Thanks in advance guys.

what do you want to do?
they are pretty outdated, but useable.
mobscarf was 2017, so it's 4years 
base on your gears. youre lacking def bypass. easiest way is to re-stats to 126 LUK,
get a PDM.
generally the Ranger now has the ability to spam skill to kill,
check out both the FAS / AS thread in forum.

Does TG card still have any value? Maybe I could sell that to raise some funds for the updated gear?
