Yes it is a bug. There are no lower headgears that are slotted. I am not for sure how long you have played iro. There is many descriptions of items that are not correct. When they announce items to be implemented it is best to cross reference another site like divine-pride. Yes I know it sucks, I know it is inconvenient. It is in your best interest though.
