The Temporal Ring has a set bonus with the enchantments on the Temporal Stat Boots, such as Bear's Power or Hawkeye. These enchantments on the Boots give the possibility to activate some bonuses for a few seconds when attacking or receiving damage.

 

Can someone tell me if the set bonus is active all of the time you have both items on (since the enchantments are there) or if they're only active when the Boot's status bonuses get activated?

 

It's kinda confusing but I hope I expressed myself well enough.

The set bonus is for having the Ring and the Enchant equipped at the same time, so at all times you have the Temp Boot with Enchant and the Temp Ring equipped you will get the combo bonus. The enchant also has it's own effects but those do not interact with the Ring combo at all.
